Program Analyst

  • Job Summary:
    • This position is in the Naval Sea Systems Command (NAVSEA) SYSCOM Security Cooperation Office (SSCO), Comptroller Directorate (SEA01). The SSCO is tasked with the overall responsibility for ensuring the successful execution of all aspects of the NAVSEA security cooperation programs.

  • Duties and Responsibilities :
    • - Attends meetings as a subject matter expert in the area of security cooperation.
      - Monitors and tracks PEO/Program Office Foreign Military Sale (FMS) case performance metrics and supports case managers with case development and execution actions.
      - Conducts program reviews with NAVSEA program offices regarding cost, schedule, and performance issues related to FMS case execution.
      - Reviews and prepares program documentation to determine appropriate changes or corrective actions.
      - Makes recommendations on FMS budgetary resources to prioritize work in order to accomplish program objectives.
      - Determines potential Supply Services Complete (SSC) candidates for closure.
      - Collaborates with key program specialists and analysts to develop and implement process improvement and strategies for FMS Case Development and Execution activities.
      - Analyzes, interprets and enforces direction on Defense Security Cooperation Agency (DSCA) and SECNAV guidance and policy impacting the NAVSEA security cooperation community.
      - Recommends approaches for implementation of policy and directives.
      - Develops Command positions regarding externally proposed security cooperation policies, coordinates multi-participant engagements and delivers recommendations to internal and external stakeholders.
      - Conducts FMS Case studies, performs analysis, and extracts case development and execution performance data using various FMS Systems (DSAMS, MISIL, DIFS, CEPT, and SCIP).
      - Recommends course of action to PEO/Program Office leadership, case managers and support teams.
      - Analyzes capability requirements for regions and countries and ensures NAVSEA program solutions are aligned with Partner Nation requirements.
  • Qualifications Required:
    • - Knowledge of Foreign Military Sales (FMS) regulations, policies, processes, and procedures
      - Knowledge of NAVSEA product lines and weapons systems
      - Ability to extract, compile and perform analysis on data from automated FMS financial and management systems
      - Knowledge of Department of Defense (DoD) and Department of Navy (DoN) security cooperation organization structures, missions, programs and organizational relationships.
       
      One year of specialized experience which includes experience in utilizing policies and procedures depicted in the Security Assistance Management Manua (SAMM) to analyze, evaluate, strategize, and recommend actions for the resolution of challenges and mitigation of risks associated with the execution phase of the FMS Case lifecycle; and supporting Case Managers in streamlining internal processes to achieve Case milestones timely and effectively.
